The plenary session of the Consell has authorized the processing by the Purchasing Center of a Framework Agreement for the contracting of the administration's postal services of the Generalitat and its instrumental public sector, which will be awarded through an open procedure with a plurality of criteria.
The recipients of this agreement are all the ministries that are part of the administration of the Generalitat and its instrumental public sector. Thus, the addressees of this agreement, due to having previously joined the Email Data postal services, are the Consell Jurídic Consultiu of the Valencian Community, the a>. The previous Framework Agreement, tendered two years ago, was awarded to the current service provider, the State Postal and Telegraph Company, which has not been interested in its extension due to the obligation imposed by the new regulation of the administrative procedure that requires administrative notifications to be made in the afternoon.
It should be noted that the savings achieved since 2015 by the centralization of the postal services of the Valencian Administration reaches 4,235,000 euros. This saving has been possible because, once centralized, the prices of the services are not linked to the general rate of the successful bidder, but rather result from the bidding of the Framework Agreement.
Through this Framework Agreement, the provision of postal services for the Generalitat and its instrumental public sector is put out to tender, and includes the collection, processing, distribution and delivery of ordinary letters, certified letters, notifications, public mail, advertising shipments and catalogues, newspapers and periodical publications, books, phonographic and videographic material, postal packages, online burofax, in its different national and international destinations, as well as any other additional registered letter or postal package service.
